Actually, it's really a Featured Content block. At this point, it has HTML hard-coded into the block. But I hope to change it to use a database table and add an admin feature. Once I do that, I will release it. Unfortunately, there are several other priorities right now, and I did this because I wanted a way to highlight downloads without pushing everything else down on the index page.
