mod_rewrite is an Apache module with many, many potential uses. Here are some links with some additional information about it:

However, within the context of a dynamic web site, such as what PHP-Nuke is, it can be used to help shorten the longer URLs into something much shorter and even with .html extensions if so desired.

In the early 2000's, this form of URL shortening or "tapping", was thought to help search engines to crawl your site, as many engines were unable to handle the longer URL strings with the additional parameter lists. Today, it is considered less important as the primary search engines have gotten "smarter" and "better" all the time...
