Why is my nuke pie doing this?
I have tried everything to fix this by re uploading and redoing the edit mainfile.php and REPLACE the ENTIRE function headlines()

This is what it looks like when you hover your muse over the link.

Is it something I am doing wrong? And I am using PHP Nuke 7.6

that is due to boxover. see the readme included with nukePIE
$useBoxoverWithnukePIE = true;

OK I look at the read me file and I would like it to do the Boxover tooltip /popup.

Is there a way to fix this or this is not working no more?

Yes, you can install Boxover with Nuke 7.6, but I'd recommend upgrading to Only registered users can see links on this board! Get registered or login!, which has Boxover and a LOT more already integrated, and you can convert from 7.6.

Hello all, Now I feel Stupid Embarassed
This is what was wrong and I did fix it it was not your fault it was mine.

Code:
For PHP-Nuke 7.6+ and RavenNuke, if includes/custom_files/custom_head.php

      - does NOT already exist:
            rename includes/custom_files/custom_head_nukePIE.txt to custom_head.php
      - already exists,
            insert this line before the closing ?>:
              include_once('includes/custom_files/nukeSEO/nukePIEhdr.php');
