I installed phpnuke-seo but i just can't find the right option to have
the news/stories subject be in URL HTML like you have in www.phpbb-seo.com

The dynamic titles mod from www.montegoscripts.com may help but unfortunately phpNuke is not exactly SEO friendly.
Montego and kguske have certainly help the community though with their excellent scripts.

Just to clarify, if by "phpnuke-seo" you're referring to nukeSEO, nukeSEO does not rewrite URLs. But montego's TegoNuke(TM) ShortLinks does.
