Keyword relevancy describes the importance of a META keyword in a web page's content.  It is usually defined in terms of keyword density - the ratio of a keyword to other words on a page.  Low keyword density means that a keyword isn't relevant to the page and may be treated negatively by search engines.  High keyword density may indicate an unethical SEO practice known as keyword stuffing or spamming - repeating keywords frequently on a page simply to increase density, which may also be treated negatively by search engines.
